Good Morning to all of my Friends , Have a Nice Day ....... En route to Allahabad Maha Kumbh, we stopped at Kanpur and bought Laddus from a shop famous by the name of “Thaggu ke Laddus”. This shop is 60 years old. Shri Rajinder Pandey the owner of the shop told that his father Late Shri Ram Avtar Pandey had started this shop in 1964.
My nephew, Mannu and niece Aditi used to eat "Thaggu ke Laddus" with great fondness 31 years ago during their childhood. Now I have brought the "Thaggu ke Laddus" for their daughters...
It is worth mentioning that Prime Minister Shri Narendra Modi had mentioned the shop of "Thaggu ke Laddus" in his speech when he came to Kanpur for an election rally.

मेरे भांजा , मन्नू और भांजी अदिति 31 साल पहले बड़े चाव से " ठग्गू के लड्डू " खाया करते थे अब उनकी बेटियों के लिए यह "ठग्गू के लड्डू" लाया हूँ.....
उल्लेखनीय है प्रधानमंत्री श्री नरेंदर मोदी जी ने "ठग्गू के लड्डू" की दुकान का अपने भाषण में ज़िकर किया था जब वह एक चुनाव रैली में कानपुर आये थे I

Subject:- Suggestions for framing guide lines for Municipal Elections in Punjab.
Sir,
The Elections to five Municipal Corporations are over. Every Election entails a lesson to be learnt as to what were the short-comings and what improvements can be made in future. Some of the short-comings and discrepancies are enumerated below :-
1. That the notification of Election process was made on December 08 and the process of Nomination of the Candidates started from December 9th and Election schedule went up to December 21. There has been always a time-span between the date of notification of elections and the start of election process which was missing during the process of Municipal Elections recently held, thereby giving little time for the Political Parties to complete the finalization of selection of Candidates.
2. That Fifty percent of the seats in the Municipal Corporation stands reserved for women it means if Odd Number of Municipal wards are reserved for women, Even Number of Municipal wards in Municipal Corporation will be reserved for next elections. Meaning thereby, if delimitation of Municipal Corporation limit is to be done it should be after ten years. It has been observed that after the completion of every Municipal Corporation term, The delimitation of the Municipal Corporation is done after every five years. Its effect is that the number of reservation of Municipal Wards for women shifts from Odd to Even Numbers but the area of the ward reserved for the women by and large remains the same.
3. That the Municipal wards to be declared reserved for scheduled castes or backward castes must have the maximum reserved population residing in that ward of that category. It has been observed that there is little or a little population of reserved category in the ward reserved for scheduled castes or backward castes.
It is pertinent to note that ward No. 23 of the Municipal Corporation Jalandhar has been classified in General category whereas the majority of the population in the ward No. 23 belongs to backward category. The ward No. 48 and ward No. 55 of Municipal Corporation Jalandhar have been classified in Backward category in the recently held Municipal Corporation elections whereas the majority of population in both the wards belong to general category. Similarly ward No. 22 has been classified in scheduled castes category whereas the majority of the population belongs to General and backward castes category. It has been observed that the principle of reservation of ward of scheduled castes or backward castes on the basis of census has not been followed at all.
It is suggested that while carving out Municipal wards during delimitation, those areas having concentration of scheduled castes or backward castes population should be reserved accordingly. The percentage of scheduled castes and backward castes demography prevalent in each ward of the Municipal Corporation should be published. The Municipal wards having maximum scheduled castes or backward castes population in descending order should be reserved as per the legal requirement.
4. That the voter list on the basis of which 2024 Municipal Corporation Jalandhar Elections were held does not coinside with the Municipal Corporation wards carved out during the delimitation recently done.
For example:-
(a)Vote No. 555 to 592 included in Voter List of booth No. 4 of Ward No. 70 pertain to Ward No. 28 as per delimitation.
(b)Vote No. 9,10,19,20,21,33 to 36, 40 to 47, 52,53,56, 112,118, 292 to 439, 501, 502, 503 included in Voter List of Booth No. 7 of Ward No. 70 pertain to Ward No. 65. as per delimitation.
(c) The house No. WF 165 Ali Mohalla, Jalandhar falls in Ward No. 70 as per the recent delimitation. There are four persons residing in the said house. The two votes bearing No. 980 and 1184 of booth No. 3 ward No. 70 has been correctly published in the voter list of Ward No. 70, but the other two votes of the same family has been placed in Ward No. 65 in booth No. 5 having vote No. 866 and 867.
Such type of blunders would be found extensively in the voter list of wards of Municipal Corporation Jalandhar if scrutinized thoroughly. The responsibility of such blunders must be fixed to have deterrent effect for the future.
It is pertinent to note the a complaint / objections were lodged in regard to point (a)&(B) mentioned above to the concerned Returning Officer of Ward No. 70 but to no effect.
5. That there was no facility available of casting the votes of Senior Citizens having age of above 85 at their residence in recently held Municipal Corporation Elections whereas the same was available in the recently held Lok Sabha Elections 2024.
6. That the primary objective of the Municipal bodies -- the third tier of Democracy is to provide basic amenities to the area under governance. The delimitation of Municipal bodies should be allowed only when the Municipal bodies has been successful in providing basic amenities to the inhabitants of its area hundred percent and not politically to increase the Municipal limits to enhance the value of the land to be brought under Municipal limits. It is further suggested that the booth carved out for Assembly / Lok Sabha Election by Election Commission of India should be adapted in carving out the Municipal wards by clubbing the said booths. It has been observed that the voter list and the area of the booth has been divided into many Municipal Wards. For example, The voter list and the area of the booth No. 15 of Jalandhar 37 Assembly Constituency has been tri-furcated to create three Municipal Corporation Wards Namely Ward No. 32, 33 and 36 of Municipal Corporation Jalandhar during recent delimitation.
It is advised that the State Election Commission should study the discrepancies prevalent in the five Municipal Corporation Elections recently held. It should take corrective measure and form guidelines to be followed in future for delimitation of Municipal bodies and holding of Municipal Elections.

भाजपा ने एक पत्र राज्य चुनाव आयोग को लिख कर पंजाब में नगर निगम चुनावों के लिए दिशानिर्देश
तैयार करने हेतु सुझाव दिए है I इस पत्र में श्री कालिया ने कहा है कि पांच नगर निगमों के चुनाव अभी हाल
ही में संपन्न हुए हैं। प्रत्येक चुनाव से यह सबक मिलता है कि क्या कमियां रहीं और भविष्य में क्या सुधार
किए जा सकते हैं। पत्र में श्री कालिया ने कमिया और विसगतियां का ज़िकर करते हुए लिखा है कि :- चुनाव
प्रक्रिया की अधिसूचना 08 दिसंबर को की गई थी और उम्मीदवारों के नामांकन की प्रक्रिया 9 दिसंबर से
शुरू हुई थी और चुनाव कार्यक्रम 21 दिसंबर तक चला था। चुनाव की अधिसूचना की तारीख और चुनाव
प्रक्रिया शुरू होने के बीच हमेशा एक समय अंतराल होता है जो हाल ही में हुए नगर निगम चुनावों की
प्रक्रिया के दौरान गायब था, जिससे राजनीतिक दलों को उम्मीदवारों के चयन को अंतिम रूप देने के लिए
बहुत कम समय मिला।
नगर निगम में पचास प्रतिशत सीटें महिलाओं के लिए आरक्षित हैं। इसका मतलब है कि अगर नगर
निगम के वार्डों की विषम(Odd) संख्या महिलाओं के लिए आरक्षित है, तो नगर निगम के वार्डों की सम
(Even) संख्या अगले चुनावों के लिए आरक्षित होगी। इसका मतलब है कि अगर नगर निगम की सीमा का
परिसीमन करना है तो यह दस साल बाद होना चाहिए। यह देखा गया है कि हर नगर निगम का कार्यकाल
पूरा होने के बाद, नगर निगम का परिसीमन हर पाँच साल बाद किया जाता है। इसका असर यह होता है कि
महिलाओं के लिए नगर निगम के वार्डों के आरक्षण की संख्या विषम (Odd) से सम (Even) संख्या में
बदल जाती है, लेकिन महिलाओं के लिए आरक्षित वार्ड का क्षेत्र लगभग वही रहता है।
अनुसूचित जातियों या पिछड़ी जातियों के लिए आरक्षित घोषित किए जाने वाले नगर निगम वार्डों में उस
वर्ग की अधिकतम आरक्षित जनसंख्या निवास करती होनी चाहिए। यह देखा गया है
कि अनुसूचित जातियों या पिछड़ी जातियों के लिए आरक्षित वार्ड में आरक्षित वर्ग की जनसंख्या बहुत कम
या बहुत कम है।
ध्यान देने योग्य बात यह है कि नगर निगम जालंधर के वार्ड नंबर 23 को सामान्य श्रेणी मंग
वर्गीकृत किया गया है, जबकि वार्ड नंबर 23 की अधिकांश जनसंख्या पिछड़ी श्रेणी से संबंधित है। नगर
निगम जालंधर के वार्ड नंबर 48 और वार्ड नंबर 55 को हाल ही में हुए नगर निगम चुनावों में पिछड़ी श्रेणी
में वर्गीकृत किया गया है, जबकि दोनों वार्डों की अधिकांश जनसंख्या सामान्य श्रेणी से संबंधित है। इसी
तरह वार्ड नंबर 22 को अनुसूचित जातियों की श्रेणी में वर्गीकृत किया गया है, जबकि अधिकांश जनसंख्या
सामान्य और पिछड़ी श्रेणी से संबंधित है। यह देखा गया है कि जनगणना के आधार पर अनुसूचित
जातियों या पिछड़ी जातियों के वार्ड के आरक्षण के सिद्धांत का बिल्कुल भी पालन नहीं किया गया है।
यह सुझाव दिया जाता है कि परिसीमन के दौरान नगर निगम वार्ड बनाते समय, अनुसूचित
जाति या पिछड़ी जाति की घनी आबादी वाले क्षेत्रों को तदनुसार आरक्षित किया जाना चाहिए। नगर निगम
के प्रत्येक वार्ड में अनुसूचित जाति और पिछड़ी जाति की जनसंख्या का प्रतिशत प्रकाशित किया जाना
चाहिए। अवरोही क्रम (Descending Order में अधिकतम अनुसूचित जाति या पिछड़ी जाति की आबादी
वाले नगर निगम वार्डों को कानूनी आवश्यकता के अनुसार आरक्षित किया जाना चाहिए।
जिस मतदाता सूची के आधार पर 2024 नगर निगम जालंधर चुनाव हुए थे, वह हाल ही में किए गए
परिसीमन के दौरान बनाए गए नगर निगम वार्डों से मेल नहीं खाती है।
उदाहरण के लिए:-
(क) वार्ड नंबर 70 के बूथ नंबर 4 की मतदाता सूची में शामिल वोट नंबर 555 से
592, परिसीमन के अनुसार वार्ड नंबर 28 से संबंधित हैं।
(ख) वार्ड नंबर 70 के बूथ नंबर 7 की मतदाता सूची में शामिल वोट नंबर
9,10,19,20,21,33 से 36, 40 से 47, 52,53,56, 112,118, 292 से 439,
501, 502, 503, परिसीमन के अनुसार वार्ड नंबर 65 से संबंधित हैं।
(ग) मकान नंबर WF 165 अली मोहल्ला, जालंधर हाल ही में हुए परिसीमन के अनुसार वार्ड
नंबर 70 में आता है। उक्त मकान में चार व्यक्ति रहते हैं। बूथ संख्या 3 वार्ड संख्या 70 के
दो वोट संख्या 980 और 1184 को वार्ड संख्या 70 की मतदाता सूची में सही प्रकाशित किया
गया है, लेकिन उसी परिवार के अन्य दो वोट वार्ड संख्या 65 के बूथ संख्या 5 के वोट संख्या
866 और 867 में डाल दिए गए हैं।
नगर निगम जालंधर के वार्डों की मतदाता सूची की यदि गहनता से जांच की जाए तो इस
प्रकार की गलतियां बड़े पैमाने पर पाई जाएंगी। भविष्य के लिए निवारक प्रभाव के लिए ऐसी गलतियों की
जिम्मेदारी तय की जानी चाहिए। यह ध्यान देने योग्य है कि वार्ड नंबर 70 के संबंधित रिटर्निंग ऑफिसर
को ऊपर वर्णित बिंदु (ए) और (बी) के संबंध में शिकायत / आपत्तियां दर्ज की गई थीं, लेकिन कोई प्रभाव
नहीं हुआ।
हाल ही में हुए नगर निगम चुनावों में 85 वर्ष से अधिक आयु के वरिष्ठ नागरिकों के लिए उनके निवास पर
वोट डालने की कोई सुविधा उपलब्ध नहीं थी, जबकि हाल ही में हुए लोकसभा चुनाव 2024 में यह सुविधा
उपलब्ध थी।
लोकतंत्र की तीसरी श्रेणी नगर निकायों का प्राथमिक उद्देश्य शासन के अंतर्गत आने वाले क्षेत्र में
बुनियादी सुविधाएं उपलब्ध कराना है। नगर निकायों का परिसीमन तभी किया जाना चाहिए जब नगर
निकाय अपने क्षेत्र के निवासियों को सौ प्रतिशत बुनियादी सुविधाएं उपलब्ध कराने में सफल हो, न कि
नगर निगम की सीमा को राजनीतिक रूप से बढ़ाकर नगर निगम की सीमा में लाई जाने वाली भूमि का
मूल्य बढ़ाने के लिए। यह भी सुझाव दिया गया है कि भारत के चुनाव आयोग द्वारा विधानसभा/लोकसभा
चुनाव के लिए बनाए गए बूथ को उक्त बूथों को मिलाकर नगर निगम वार्ड बनाने में उपयोग किया जाना
चाहिए। यह देखा गया है कि मतदाता सूची और बूथ के क्षेत्र को कई नगर निगम वार्डों में विभाजित किया
गया है। उदाहरण के लिए, जालंधर 37 विधानसभा क्षेत्र के मतदाता सूची और बूथ नंबर 15 के क्षेत्र को हाल
ही में हुए परिसीमन के दौरान तीन नगर निगम वार्ड अर्थात् नगर निगम जालंधर के वार्ड नंबर 32, 33 और
36 बनाने के लिए तीन भागों में विभाजित किया गया है।
श्री कालिया ने राज्य चुनाव आयोग को पत्र दुवारा यह सलाह दी है कि हाल ही में हुए पांचों
नगर निगम चुनावों में व्याप्त विसंगतियों का अध्ययन करना चाहिए। उसे सुधारात्मक उपाय करने
चाहिए तथा नगर निकायों के परिसीमन और नगर निगम चुनावों के आयोजन के लिए भविष्य में अपनाए
जाने वाले दिशा-निर्देश बनाने चाहिए।

चैत्र (15 मार्च- 15 अप्रैल ) और वैशाख (15 अप्रैल -15 मई ) के महीने में भवे, अर्थात सैर करना उचित है I जेठ (15 मई -15 जून ) हाड़ (आषाढ़) (जून -जुलाई ) में सोना सेहत के लिए लाभदायक है I वैसे भी देखा जाए तो गर्मियों के महीने होते है I दिन बड़े और राते छोटी होती है , अत: दोपहर को शयन करने स्वास्थ्य के लिए लाभदायक है I सावन (जुलाई -अगस्त ) भादो (अगस्त -सितम्बर ) में नहाना लाभदायक है : इन दो महीनो में बरसात का मौसम होता है और कुदरत भी भिगोती रहती है I अस्सू (आश्विन) (सितम्बर -अक्टूबर ) और कार्तिक / कते (अक्टूबर -नवंबर ) में थोड़ा खाना शरीर के लिए लाभदायक है I ये दो महीने मौसम के बदलाव के होते है , अर्थात ग्रीष्म ऋतू का समापन और शीत ऋतू का आरम्भ होता है I इन्ही महीनो में नवरात्रे के व्रत का भी यही महत्त्व है ताकि हम शरीर को शीत रुत के लिए तैयार कर सके I इसी तरह मग्घर (नवंबर -दिसंबर ) और पौष (दिसंबर -जनवरी ) में रु -हंडावे का अर्थ यह है कि गर्म कपडे पहन कर सर्दी से बचाव करे ] माघ (जनवरी -फरवरी ) व् फाल्गुन (फरवरी -मार्च ) तेल की मालिश करना शरीर के लिए लाभकारी है I अगर हम उपरोक्त लोकोकित का पालन करते है तो शरीर को हष्ट -पुष्ट रख सकते है I आइए आहार के बारे में सोचे - विचारे , चिंतन करें , इन बातों का पालन करे और स्वास्थ्य रहे I
