Sh. Manoranjan Kalia Former State President, BJP Punjab and Former Cabinet Minister Punjab in a Press Statement asked S. Bhagwant Mann, Chief Minister Punjab whether the memorandum of understanding is going to be signed  between The Government of Delhi and the Government of Punjab in the name of public welfare program concerning 18 Department of Punjab    Government ? Basically in the garb of M.O.U., the control of Punjab Government will be shifted in the hands of Sh. Arvind Kejriwal, Chief Minister Delhi State and he  will be de-facto  Chief Minister of Punjab. If so, It will be attack on the federal structure of the Country and attempt to subvert the Constitution of India. Sh. Kalia said that the people of Punjab must be taken into confidence before signing the memorandum of understanding between Punjab Government and Delhi Government. Thus   Sh. Bhagwant Mann Chief Minister Punjab must  spell out the truth and put it in the public domain before signing the memorandum of understanding. Sh. Kalia warned S. Baghwant Singh Mann Chief Minister Punjab not to do anything which compromises the Interest, Pride and Status of Punjab.

श्री मनोरंजन कालिया पूर्व प्रदेश अध्यक्ष, भाजपा पंजाब और पूर्व कैबिनेट मंत्री पंजाब ने एक प्रेस विज्ञप्ति  में  स. भगवंत मान, मुख्यमंत्री पंजाब से पूछा कि क्या दिल्ली सरकार और पंजाब सरकार के बीच मेमोरेंडम ऑफ़ अंडरस्टैंडिंग पर हस्ताक्षर होने जा रहे हैं जोकि   पंजाब  सरकार के 18  विभागों से सम्बंधित है   और जिसको पंजाब वेलफेयर प्रोग्राम का नाम दिया गया है ? मूल रूप से इस  एमओयू पर हस्ताक्षर होने से, पंजाब सरकार का नियंत्रण श्री अरविंद केजरीवाल, मुख्यमंत्री दिल्ली के हाथों में स्थानांतरित कर दिया जाएगा और श्री अरविंद केजरीवाल, मुख्यमंत्री दिल्ली  पंजाब के वास्तविक मुख्यमंत्री बन जायेंगे । यदि ऐसा है, तो यह देश के संघीय ढांचे पर हमला होगा और भारत के संविधान को पलटने का प्रयास होगा। श्री कालिया ने कहा कि पंजाब के मुख्यमंत्री को M.O.U. पर हस्ताक्षर करने से पहले  पंजाब की जनता को विश्वाश में लेना चाहिए,  सच्चाई  को बताना चाहिए और इस सारे मामले को सार्वजनकि करना चाहिए । श्री कालिया ने पंजाब के मुख्यमंत्री स. भगवंत सिंह मान को चेतावनी दी कि वह ऐसा कुछ भी न करें जो पंजाब के हित, गौरव और रुतबे से समझौता करता हो।
