6th Installment of The Views expressed by my father Late Sh. Manmohan Kalia Former Minister Punjab in a Seminar “The Punjab Problems and Its Solution" in the year 1984:-
We are against political autonomy. The Anandpur Sahib Resolution not only asks for political autonomy but also gives a tone of Sikh rule. I will be most happy if the Akalis are satisfied their demand for political autonomy being referred to Sarkaria Commission about Centre-State relations. Two points which require attention are the abuse of Articles 356 and 365 of the directions from the Centre to the States. I cite a concrete example. When Janata Party was swept into power in 1977, it dismissed the Congress ruled States saying that the Congress had lost the mandate to rule. When Smt. Indira Gandhi came to power in 1980, she too followed the example. This has become a precedent now. But what about those states where the Regional Parties are in power? In Punjab, Akali Dal is a Regional Party and was ruling Punjab in 1980 upon its own strength. People had returned one of its M.L.A.s S. Mohinder Singh Sainawala from Ferozpur, a month before the dismissal of Akali Government. What had Akali Government or the Party to do when there was a change of the Rule at the Centre? There was a justification for Indira Gandhi to dismiss the States having Janata Rule because it was same Party which had lost its mandate in the Parliament Elections. The second example is the case of Haryana when inspite of the fact that Congress had lost its majority in the Vidhan Sabha Elections and Shri G.D. Tapasse had given time to the opposition; he still invited Sh. Bhajan Lal to form a Government. Thus, the role of a Governor in a State and the arbitrary use of Article 356 require to be reoriented under the Constitutional Re-appraisal. For Article 365, if the State ruled by a different Party has justification to refuse, the matter should be referred to the Supreme Court before taking the action of dismissal by the President.
Except for the aforesaid changes, more political autonomy asked for will not be in the interest of at least Punjab which is land locked, border  State, having no natural resources like Minerals, Gas, wood, Coal , Rubber, etc. Punjab is having medium-scale Industries, but is totally dependent upon the other states for the raw materials. If reciprocal autonomy is granted to all States, the freedom of Trade and Commerce would go. The result will be that Punjab's Industry would be ruined, trade adversely affected. So far as the farmers are concerned, a State Government cannot pay from its own Exchequer the Support Price of the crops. Every State is becoming self sufficient in agriculture products. .....Continued Next Sunday.
