Jagjivan Ram left Congress in protest against Emergency promulgated by the then Indira regime and formed a new Party Congress for Democracy (CFD) and supported Janata Party. He came to Jalandhar to address a Rally of 1977 General Elections.

4th Instalment of The Views expressed by my father Late Sh. Manmohan Kalia Former Minister Punjab in a Seminar "The Punjab Problems and Its Solution" in the year 1984:-
Now coming to the present Punjab Problem. It has two facets, one relates to the Akali demands and the second to the Law & order situation in Punjab, resulting from the Akali agitation.
I would deal with the Akali Demands as under:-
ANANDPUR SAHIB RESOLUTION: - With the appointment of 'Sarkaria Commission’, I do not know whether the Akalis have kept it dormant or abandoned it, whether they are satisfied or not. I would request my Akali friends to throw light upon it. I wish the Akalis could abandon it and respect the verdict of the Sarkaria Commission and I hope the Parliament would implement the decision of the Commission. Of the rest there are three only i.e.
(1) Chandigarh should go to Punjab;
(2) The appointment of a tribunal or Reference to Supreme Court regarding the River Waters dispute.
(3) The appointment of Linguistic Commission to settle the Boundary dispute.
It these are the three demands, I think that every Punjabi, more so a Hindu, would be more jubilant than an Akali, if these demands are accepted. The struggle for these three demands by the Akalis shows that they are fighting for the Punjabi Hindus more than for themselves. At least four M.L.As would go to Vidhan Sabha from Chandigarh, which is an urban and predominantly Hindu area. The composition of the Assembly Constituencies with the inclusion of areas from Haryana would change to the benefit of non- Akalis. Regarding more water to Punjab fields, if a Sikh is benefited, the same benefit would go to Punjabi Hindu farmer. If these are the three demands then I think all the Punjabis--irrespective of being Sikhs or Hindus- should struggle to achieve them
But the question is: " Is Akali Dal satisfied with the raising of these three demands? Would the present Dictator of the Akali Morcha, Sant Harchand Singh Langowal, satisfy all the sections and the groups in the Morcha if these three demands are accepted and withdraw the Morcha, bringing back normalcy to the Punjab state?" This is my question to the other Honourable Speakers, more so to the Akali friends.
About these three demands, my party's stand is clear. They must be accepted, they are just. If the linguistic states were to be formed then the territorial disputes must be solved through an impartial Tribunal. Chandigarh has been promised by Smt. Indira Gandhi to be given to Punjab. At this moment, I pay homage to Dr. V.N. Tewari, who has presented a fool proof case in his book-let on Chandigarh that it should go to Punjab. Regarding River water dispute, it is the natural right that if any one feels aggrieved; he should approach an impartial authority to listen to his grievance. In our country, The Supreme Court is the highest such authority. The Akali Dal is right in its demand that the matter be referred to the Supreme Court and its decision be accepted by all the concerned states. As regards Fazilka and Abohar, Haryana never laid its claim to this territory. This issue for the first time cropped up when the Prime Minister gave her Award on Chandigarh and since then Haryana has been harping on this claim which shows that it was not a demand from Haryana, but a brain-wave of the Prime Minister..........
