Second Instalment of The Views expressed by my father Late Sh. Manmohan Kalia Former Minister Punjab in a Seminar”The Punjab Problems and Its Solution" in the year 1984:-
I would interpret the aforesaid characteristics qua the present state of Akali Dal as under:-
(1) Their militancy is unquestionable. The Sikh soldiers in the Indian Army have played a role of Pride for the country during the Wars after independence. Unfortunately it is the spirit of militancy, which is being exploited by Sant Bhindranwale--the result of the killings of innocent people. Whereas I strongly condemn the innocent killings which are being done in Punjab, I do condemn with equal force the incident of February 14, 1984 when some innocent Sikhs were lynched in Haryana.
(2) In view of Sikhs being anti-government, the term Sarkaria is even new frowned upon in Sikh parlance. The fate of 1967-1969 and of 1977 Akali Governments shows that the Akali are anti-Government, may be their own. This is my personal experience as I have been associated as an M.L.A. With them, in this period. That is why Akalis have not been able to rule for a complete term. The fall of Government, in 1980, was not of such identical nature. In 1967, S. Harcharan Singh Hudiara, then Akali Leader in the Assembly, revolted against S. Gurnam Singh. He was replaced by S. Lachhman Singh who too revolted and formed a Government with the help of Congress. In 1969 besides being Chief Minister, Gurnam Singh was elected the Party Leader and revolted against Sant Fateh Singh. Unhesitatingly, I would say that Smt. Indra Gandhi would not have dared to dissolve Badal Government in 1980. had its then President S. Jagdev Singh Talwandi, accompanied was S. Bhagat Singh M.L.A. not contacted the Prime Minister to say "Dismiss S. Parkash Singh Badal - not a straw will be broken in Punjab" III - advisedly the Prime Minister did dismiss the Badal Government to install the Congress Government. The result is the present state- a state of uncertainty, a state of violence, a state of innocent killings, a state of polarisation, a state of fear psychosis and a state of ruination of Punjab. The state of confrontation inter se both the Sants presents the best example.
(3) As stated above there has been always and there is now continuous state of confrontation between the top Akali Leaders inter se. They stand united only against something or somebody, may be real or imaginary. To capture the imagination of the Sikh peasantry, the Akali leaders in their speeches are using the words "Delhi Da Takhat", "Delhi Di Rani"- thereby presenting the Central Government as the Moghul Empire- an Empire of tyranny. This is the Historical perspective of the present problem....... Third Instalment will be on Next Sunday .
