PR 126 was the line of International Rice Research Institute and after rigorous testing at PAU it was released by State in 2017 with embargo that this variety must be transplanted after June 25 whereas the other varieties are allowed to be transplanted after June 15. The chief Minister Punjab keeping in view the advantages of this variety of saving water and to be ready for harvesting after 90 days of transplanting, Chief Minister gave the Clarian call to the farmers of Punjab for transplanting the Paddy breed variety named PR 126 without taking into consideration whether has Punjab sufficient stock of paddy breed named PR 126 ?    and without ensuring  the farmers must transplant this variety PR 126 after June 25. The Farmers having relied upon the Chief Minister S. Bhagwant Singh Call transplanted the Paddy seed PR 126 before June 25. There was shortage of paddy seed PR 126 and the gap of shortage was filled with other hybrid varieties in the name of PR 126 to the farmers by the private agencies. The AAP Govt. has failed to check and stop the adulteration of the hybrid varieties with PR 126 and miserably failed  to ensure  uninterrupted supply of the paddy seed PR 126 to match the demand.  

Punjab Govt. did not assess that they had sufficient seeds of PR126 to be transplanted in 160 lakh hectare  area. Therefore  to meet the supply, hybrid  seed  and other short duration varieties seeds was adulterated with  PR 126. It is worth to mention that that no rice hybrid was recommended by PAU, but Govt. did not control the seed supply of hybrids in Punjab. Sh. Kalia demanded that Govt. should show record that how much seeds of PR126 was available in Punjab  before the start of season, and in how much area it was grown.

Thus the non adherence of the above said  embargos by the AAP Govt. have complicated the problem culminating into loss of 4-5 kg  milled rice per quintal of paddy. It is pertinent to note that the standard requirement of the Food Corporation of India is to get 67 kg of milled rice from 1 quintal of paddy whereas output from PR 126 is 60 -62 kg of rice from 1 quintal of paddy.

Sh. Kala further demanded that S. Bhagwant Singh Mann Government must set off the said loss of 4-5 kg of rice from the Punjab State exchequer.

पीआर 126 अंतर्राष्ट्रीय चावल अनुसंधान संस्थान की पंक्ति थी और पीएयू में कठोर परीक्षण के बाद इसे 2017 में राज्य द्वारा प्रतिबंध के साथ जारी किया गया था कि इस किस्म को 25 जून के बाद प्रत्यारोपित किया जाना चाहिए, जबकि अन्य किस्मों को 15 जून के बाद प्रत्यारोपित करने की अनुमति है। मुख्यमंत्री पंजाब में पानी बचाने की इस किस्म के फायदों को ध्यान में रखते हुए और रोपाई के 90 दिनों के बाद कटाई के लिए तैयार रहने के लिए, मुख्यमंत्री ने पंजाब के किसानों को पीआर 126 नामक धान की नस्ल की किस्म की रोपाई करने का आह्वान किया, बिना इस बात पर विचार किए कि क्या पंजाब में पीआर 126 नामक धान की नस्ल का पर्याप्त भंडार है?    और यह सुनिश्चित किए बिना कि किसानों को 25 जून के बाद इस किस्म पीआर 126 की रोपाई करनी होगी। किसानों ने मुख्यमंत्री स भगवंत सिंह कॉल पर भरोसा करते हुए 25 जून से पहले धान के बीज पीआर 126 की रोपाई की। धान के बीज पीआर 126 की कमी थी निजी एजेंसियों  ने  किसानों को पीआर 126 के नाम पर अन्य hybrid किस्मे देकर कमी को पूरा किया । आप सरकार. पीआर 126 के साथ hybrid किस्मों की मिलावट को रोकने में विफल रही है और मांग के अनुरूप धान के बीज पीआर 126 की निर्बाध आपूर्ति सुनिश्चित करने में  बुरी तरह विफल रही है।

पंजाब सरकार ने  यह आकलन नहीं किया कि उनके पास 160 लाख हेक्टेयर क्षेत्र में रोपाई के लिए पीआर126 के पर्याप्त बीज थे ? इसलिए आपूर्ति को पूरा करने के लिए, hybrid बीज और अन्य छोटी अवधि की किस्मों के बीजों की पीआर 126 में  मिलावट की गई थी। यह उल्लेख करना उचित है कि पीएयू द्वारा किसी भी चावल hybrid की सिफारिश नहीं की गई थी, लेकिन सरकार द्वारा पंजाब में hybrid बीज की आपूर्ति को नियंत्रित नहीं किया। श्री कालिया  कालिया ने सरकार से मांग की रिकॉर्ड दिखाना चाहिए कि सीजन शुरू होने से पहले पंजाब में पीआर126 का कितना बीज उपलब्ध था और कितने क्षेत्र में उगाया गया था।

इस प्रकार आप सरकार द्वारा उपरोक्त प्रतिबंधों का पालन न करना। समस्या को जटिल बना दिया है जिसके परिणामस्वरूप प्रति क्विंटल धान में 4-5 किलोग्राम मिल्ड चावल का नुकसान हुआ है। यह ध्यान रखना उचित है कि भारतीय खाद्य निगम की मानक आवश्यकता 1 क्विंटल धान से 67 किलोग्राम मिल्ड चावल प्राप्त करना है, जबकि पीआर 126 से उत्पादन 1 क्विंटल धान से 60 -62 किलोग्राम चावल प्राप्त होता  है।

श्री कालिया ने आगे मांग की कि एस. भगवंत सिंह मान सरकार को पंजाब राज्य के खजाने से 4-5 किलोग्राम चावल के उक्त नुकसान की भरपाई करनी चाहिए।
