suggestion for carving out a Policy for the location of branch of A.I.I.M.S. to
be centrally
located in the state to which it stands
allocated.

The meeting
of Chief Minister Captain Amrinder Singh with your good-self a few days back is
a classic example of strengthening the center-state relations & federal
structure in which there was a mutual consensus for allocating another branch
of A.I.I.M.S. to Punjab. I welcomed the decision of the Chief Minister Captain
Amrinder Singh about the location of the A.I.I.M.S. at either Jalandhar or
Ludhiana. Since Ludhiana has already two medical Colleges C.M.C. and D.M.C.,
Jalandhar stands ideally placed city which is almost equidistance from every nook & corner of
Punjab. For me, the Dream come true if P.I.M.S. stands converted into another
branch of A.I.I.M.S.
It
is pertinent to note that It was the Congress Chief Minister Shaheed S. Beant
Singh who dreamt of setting up of P.I.M.S. at Jalandhar but the same could not
be realized during Congress regime 1992-97. It was during the Akali-BJP Govt.,
when I as Minister was entrusted with the portfolio of Medical Education &
Research Department, the construction of P.I.M.S. got a fillip and the
foundation stone of the construction of
P.I.M.S. Jalandhar was made by the then
Chief Minister S. Parkash Singh Badal on
04-11-2001. The construction of P.I.M.S.
was completed during the first tenure 2002-2007
of Captain Amrinder Singh as
Chief Minister. At that time when the Congress Govt. decided to privatize the
P.I.M.S. Jalandhar as per the budget presented in Punjab Vidhan Sabha on
22-03-2005. I wrote a letter on
27-03-2005 to the then Chief Minister Punjab Captain Amrinder Singh suggesting
to use his good offices to convert the P.I.M.S. Jalandhar into the branch of A.I.I.M.S. by approaching
UPA Govt. as the NDA Govt. headed by the then Prime Minister Sh. A.B. Vajpayee
had initiated the policy of the setting
up of branches of A.I.I.M.S in different states.
If P.I.M.S. stands converted into another branch
of A.I.I.M.S., it will be easy for the
patients to come to Jalandhar for treatment as compared to P.G.I. Chandigarh or
to upcoming branch of A.I.I.M.S. in
Bathinda. The decision of setting
up of the branch of A.I.I.M.S. at
Bathinda has been taken not keeping in
view the convenience of the patients from whole of Punjab but that of Bathinda
only------a parochial political decision which will rather benefit surrounding
areas of Rajasthan adjacent to the
boundary of Punjab, instead of benefiting the patients from whole of
Punjab.
Learning a lesson from Punjab I have a
suggestion for your good-self for setting up of branches of A.I.I.M.S. in
different states in future to carve out a Policy for the location of branch of A.I.I.M.S. to be
centrally located in the state to which it stands allocated as the branch
of A.I.I.M.S. is meant for the treatment
of patients of whole of the state and not for a particular city.

श्री मनोरंजन कालिया पूर्व प्रदेश अध्यक्ष व् पूर्व मंत्री पंजाब ने केंद्रीय स्वास्थ्य व् परिवार कल्याण मंत्री डाक्टर हर्षवर्धन को पत्र लिख कर ऐसी निति निर्धारण करने का सुझाव दिया है कि प्रदेशो में A.I.I.M.S. की ब्रांच की स्थापना प्रदेशो के केंद्रीय स्थित ज़िले में हो ताकि प्रदेश के सभी कोनो से मरीज इलाज कराने के लिए आसानी से पहुँच सके I श्री कालिया ने केंद्रीय स्वास्थ्य व् परिवार कल्याण मंत्री डाक्टर हर्षवर्धन के साथ मुख्यमंत्री कप्तान अमरिंदर सिंह की हुई मीटिंग का स्वागत किया है जिसमे आप की सहमति से A.I.I.M.S. की एक और ब्रांच पंजाब में खोलने का निर्णय किया है I यह बैठक केंद्र राज्यों के सम्बन्धो व् संघीय ढांचे का सजीव उदाहरण है I जब कप्तान अमरिंदर सिंह के पहले मुख्यमंत्री कार्यकाल में 22 - 03 - 2005
को पेश किए गए साल 2005 -06 बजट में P.I.I.M.S. जालंधर को प्राइवेट हाथों में सौंपने की बात कही गई तो श्री कालिया ने तत्कालीन मुख्यमंत्री कप्तान अमरिंदर सिंह को 27 -03
-2005 को पत्र लिख कर यह सुझाव दिया कि कप्तान अमरिंदर सिंह U.P.A. सरकार के साथ संपर्क स्थापित करके P.I.M.S. जालंधर को प्राइवेट हाथों में सौंपने की बजाये A.I.I.M.S. की ब्रांच खोले क्योकि श्री अटल बिहारी वाजपेयी जी के कार्यकाल में N.D.A. सरकार ने प्रदेशो में A.I.I.M.S. की ब्रांचे खोलने की नीति बनाई थी I
श्री कालिया ने पत्र में आगे कहा जब अकाली - भाजपा सरकार में N.D.A. सरकार ने A.I.I.M.S. की ब्रांच पंजाब में खोलने की इज़ाज़त दी तो वह ब्रांच बठिंडा में खोलने का निर्णय किया गया जिस से पंजाब के कोने में होने के कारण , पंजाब के मरीज़ो को कम और राजस्थान के साथ लगते शहरों को ज्यादा फ़ायदा होगा I श्री कालिया ने कहा कि यह निर्णय संकुचित राजनीती से प्रेरित था क्योकि A.I.I.M.S. की ब्रांच सारे प्रदेश के लिए होती है ना की एक ज़िले के लिए I इस लिहाज से चाहिए तो यह था की पहले दी गई A.I.I.M.S.
की ब्रांच जालंधर खोली जाती जो की पंजाब के सभी कोनो से मरीजों को इलाज कराने के लिए लगभग एक जैसी दूरी पड़ती I इस से सबक लेते हुए श्री कालिया ने केंद्रीय स्वास्थ्य व् परिवार कल्याण मंत्री डाक्टर हर्षवर्धन को चिठ्ठी लिख कर ऐसी नीति निर्धारण करने का सुझाव दिया है कि जब भी किसी प्रदेश में A.I.I.M.S.
की ब्रांच खोलने का निर्णय किया जाये तो प्रदेश सरकार को यह कहा जाये कि आप प्रदेश में कोई स्थान ढूंढे जो कि प्रदेश के केंद्रीय ज़िले में स्थित हो ताकि प्रदेश के सभी कोनो से मरीज़ो के आने की आसानी हो I
