"The approval of draft notification of farm debt waiver by state cabinet" as another fraud with the farmers of Punjab. It is in everybody's knowledge  that the Gurdaspur bye-Election is going to be held in the month of September-October 2017, why did  the Congress Govt. not issue the notification for farm debt waiver before September?  The Chief Minister in Cabinet meeting  approved the draft Notification for farm debt waiver after the announcement of Gurdaspur bye- Election schedule & imposition of model Code of Conduct  by the  Election Commission of India, fully knowing that Election Commission is not going to give approval for the issuance  of the said notification. In fact, it is also the part of delaying tactics.    Undert the debt waiver scheme, the bank wise list of eligible  farmers will be prepared by the concerned Deputy Commissioners . First the dues of co-operative bank will be taken up, followed by Govt. Commercial Bank and then private Banks. In case of multiple accounts from one house hold, a total waiver up to Rs. 2 lac will be provided. It will take 3 to 4 years to complete the  process of  debt waiver as only Rs. 1500 crore has been earmarked in the budget of 2017-18, when the total incidence of farm debt waiver amounts to Rs. 20,000 crores. The crop loan up to Rs. 2 Lac will be waived off not farmer wise but family wise only. Moreover, when the approval in principle have been given by the cabinet to the policy of farm debt waiver & budgetary provision has been made in that regard, The notification of farm debt waiver should have been issued directly by the  concerned department. Thus the approval of draft notification of farm debt waiver is an exercise in futility. Basically  the exercise of  approval of draft notification by cabinet  is made with a intent  to hood wink the voters of Gurdaspur Parliamentary Constituency.
