In Punjab , Baisakhi has great importance as the tenth Guru of the Sikhs Shri Guru Gobind Singh Ji laid the foundation of Khalsa ( the Sikh Brotherhood ) in 1699 and established Khalsa Panth at Shri Anandpur Sahib ( Roper ) in Punjab .
